You're referring to the scene in act 1 in which Prospero tells a long story to Miranda and keeps suspecting she's not listening, even though she insists that she is. I don't have an answer for you, but I'm excited to get to work on that scene with the actors, because, of course, we'll have to come up with an answer. It may just be that he's paranoid. Parent's sometimes don't think kids are listening -- even when they are. Maybe while Miranda listens, she looks out at the sea, imagining what Propero is talking about, but he thinks she's not paying attention because she's not looking at him. Some scholars suggest that he's casting a spell on her as he talks -- the spell that eventually puts her to sleep. According to those interpretations, the literal meaning of his words aren't important, but that fact that he keeps repeating himself is. And the fact that he keeps demanding her attention.
